Responsibilities of staff

2.1 The Managing Director is responsible for ensuring that:-

(a) The Company's responsibilities for providing and maintaining a safe and healthy work place are ranked equally with those of maintaining and developing an efficient, coordinated and economical business.

(b) This Policy is issued and effectively communicated to all staff; the statement is reviewed as necessary to take account of changes in circumstances and statutory and mandatory requirements and, in any case, annually.

c) Sufficient resources are allocated to provide and maintain conditions and places of work that are, so far as is reasonably practicable, safe and healthy such that :-

(1) Adequate instruction is given to all supervisors and employees on all aspects of their work.

(2) Approved protective clothing and equipment is provided, as necessary, and its proper use shall be understood.

(3) All reasonable steps are taken to inform employees of any hazardous materials' equipment and processes associated with their work.

(4) Operations and methods of work are kept under review so that any necessary revisions in the light of experience and knowledge can be made.
(5) First aid facilities are provided.

(6) Fire-fighting training is encouraged, where practicable.

(7) Arrangements exist for investigation and reporting of accidents and other health and safety matters such that statutory and mandatory requirements are met. Recommendations will be made to prevent a reoccurrence.

(8) Data on accidents, sickness and incidents involving personal injury or injury to health are analyzed to identify safety performance. Where adverse performance is noted, performance targets will be identified with supervisors by the Safety Officer who would then monitor progress and instigate the introduction of any changes to procedures or practices as appropriate..

(9) Joint consultation with the staff on health and safety matters takes place.

(d) Professional Safety, Fire and Medical advice is sought, as necessary, from the Company's Medical and Safety consultants when potentially hazardous situations exist or might arise.

(e) Use of the specialist consultants is encouraged for providing independent monitoring of safety performance when performance is targeted for improvement.

(f) Use is made, where appropriate, of professional medical advice on job suitability both before appointment and on return to work after serious illness/injury; this advice would extend to the placement of disabled persons.

(g) The activities of the Company and any Contractor /Visitor to site is co-ordinated such that the respective parties can comply with their legal obligations with regard to the health, safety and welfare of their own employees and others.

2.2 The designated Deputy is responsible for ensuring that;

(a) In the absence of the Managing Director, the policy and arrangements continue to be effective.

(b) At all times the role of the Supervisors in regard to health and safety matters within their functions, are being met.

2.3 The Heads of Departments are responsible for:-

(a) Identifying and assessing all risks to the health and safety of personnel within their function's sphere of activity.

(b) Providing safe systems of work and/or operational procedures within their department and ensuring that such systems are implemented and reviewed on a regular basis.

(c) Providing adequate information, supervision and training.

2.4 Supervisors are responsible for:-

(a) Where appropriate taking immediate remedial action to deal with any hazard or concern reported to them.

(b) Keeping records of hazards or concerns reported to them and of action taken.

(c) Advising the employee who reported the hazard or concern of the action taken.

(d) When considered appropriate, referring hazards or concerns which are reported to them to their line supervisor/manager/Director. When such referral is considered necessary, the employee reporting the hazard or concern must be advised of the more senior supervisor to whom the referral has been made.

(e) Where a more senior supervisor has a hazard or concern referred to him/her, taking appropriate action, and responding to the employee reporting the hazard or concern.

2.5 Safety Representatives or where there is no Safety Representative, The Safety Officer are responsible for:-

(a) Investigating hazards or concerns reported to them.

(b) Discussing with supervisors, hazards or concerns reported to supervisors where the reporting employee is dissatisfied with the response of his/her supervisor.

(c) Discussing with the more senior supervisor a complaint where he/she is not satisfied with the response of the immediate supervisor.

2.6 All Employees are responsible for:-

(a) Observing all safety rules, local management instructions and relevant codes of practice.

(b) Wearing all appropriate protective equipment provided and using the appropriate safety devices.

(c) Reporting to their immediate supervisor any observed incidents or damage to property or equipment, irrespective of whether they are involved.

(d) Reporting to their immediate supervisor any unusual or suspected additional hazards to those itemised in the company’s risk assessments or COSHH assessments.

(e) Raising with their Safety Representative or Safety Officer, any actions taken by supervisors relating to hazards or concerns they have reported, where they are dissatisfied with the action taken.

(f) Making themselves fully familiar with all aspects of this policy as it affects their working arrangements.

(g) Taking all reasonable care for the health and safety of themselves and all other persons who may be affected by their actions and co-operating with management in the implementation of this Safety Policy.

(h) Not intentionally or recklessly interfering with or misusing anything provided in the interest of health and safety.
